PAY SCALE GRADE: 14-17
REPORTS TO: Vice President – Community Service Division
Oversees the activities of Kawerak’s Community Planning & Development
Department (CPD). Responsible for planning , development, and implementation
of the CPD program focusing on community planning, economic development, project
coordination and grant development activities.
BRIEF SUMMARY OF JOB RESPONSIBILITIES:
- Provide leadership and direction to CPD staff to ensure that training
and technical assistance activities are implemented to individuals, community
organizations, IRA and Traditional Councils and other appropriate local
agencies to aid them in community and business development, grant development
and implementation, project coordination, and implementation of community
development programs.
- Provide supervision and direction to the CPD staff; conduct staff evaluations
on an annual basis or as necessary. Provides hiring and firing recommendations
to the Vice President (VP) of Community Services.
- Work in cooperation with other Community Services Division staff and appropriate
internal and external entities to develop, coordinate and deliver CPD
activities, which meet the needs of the region.
- Provide support and oversight to appropriate staff on the management of
the Bering Strait Development Council (BSDC) and Economic Development
Administration (EDA) Indian Planning grant and other program grants as necessary.
- Establish and maintain contracts for grant writer services with IRA/Traditional
Councils on a bi-annual basis or as necessary. Gather and analyze financial
and other pertinent data to determine eligibility for grant writer contracts.
- Assist communities in project advocacy through communication, coordination
and marketing with government agencies and businesses.
- Responsible for overall financial management of CPD which includes developing,
monitoring and modifying the program budgets and associated budget narratives,
and oversight and authorization of expenditures in accordance with the
OMB Circular A-122 or appropriate grant agency guidelines.
- Prepare financial, narrative and statistical program progress reports
for review by the President and the Kawerak Board of Directors and program
funding sources.
- Travel to communities in the Bering Straits Region to determine needs
based upon community inputs, and provide on-going technical assistance
and training.
- This position is expected to occasionally attend evening meetings or meetings
out of town which require travel during evenings, weekends and holidays.
- Other duties as assigned by the VP for Community Services.
QUALIFICATIONS:
- Bachelors Degree in Rural Development, Economics, Public Administration,
Business Management or related field. Supervisory work experience in
directly related fields may be substituted for the degree requirement on
a year for year basis;
- Minimum two years supervisory and program implementation and management
experience.
- Must have strong oral and written communication skills, organizational
and budgeting skills;
- Knowledge of contemporary issues and current trends, law, policies and
program of interest or otherwise affecting community development and
tribal governments.
- Must be dependable, self-motivated and able to work with minimum supervision;
- Must possess computer skills in Windows, Microsoft Word and Excel, e-mail
and Internet usage. Also, prefer Microsoft Power Point skills;
- Must be willing to travel extensively;
- Prefer k nowledge of the Bering Straits Region and its people;
