JOB TITLE: Regional Grant Specialist
POSITION STATUS: Regular Full-Time
EXEMPT STATUS: Non-Exempt
PAY SCALE GRADE: 12-13-14
REPORTS TO: CPD Program Director
The Regional Grant Specialist is responsible for the facilitation and coordination
of regional initiatives and, when appropriate, the development of multi-village
grant proposals. Responsible for assisting other CPD staff in the implementation
of the Comprehensive Economic Development Strategy (CEDS) through project coordination
and grant activities.
BRIEF SUMMARY OF JOB RESPONSIBILITIES:
- Provide technical assistance and training to village IRA and Traditional
Councils to aid them in planning, developing and submitting of grant
applications for needed village programs, services and facilities, and as
needed managing awarded grants.
- Facilitates regional planning coordination initiative and creates and
maintains database of regional and community projects.
- Assists grant writers researching the overall sustainability of projects,
project feasibility and funding strategies.
- Work with tribal entities and other community organizations to provide
staff training and technical assistance in understanding grant conditions,
procurement of services and materials, grant budget development, and
grant monitoring.
- Coordinate annual grant writer training with appropriate organizations
and agencies.
- Assist CPD Program Director in the management of grant writer contracts.
- Assist other Community Planning & Development program staff in community
planning activities in order to develop supporting documentation (research,
statistical analysis for grants) and process to update community project
prioritization lists.
- Maintain a high level of communication with village based grant writers
and IRA/Traditional Councils regarding funding opportunities and grants
management issues.
- Travel extensively to communities in the Bering Straits Region to determine
needs based upon community inputs, and provide on-going technical assistance
and training.
- Other duties as assigned by the Community Planning & Development Program
Director.
QUALIFICATIONS:
- Bachelors Degree in Rural Development, Public Administration, Business
Management or related field. Supervisory work experience in directly
related fields may be substituted for the degree requirement on a year for
year basis;
- Prefer two years of management experience in community development and/or
grant development;
- Experience in providing technical assistance or training programs;
- Must have strong oral and written communication skills, organizational
and budgeting skills;
- Ability to work effectively with people from a variety of backgrounds
and effectively relate with IRA/Traditional Councils and various funding
agencies in a multi-cultural setting;
- Must be dependable, self-motivated and able to work with minimum supervision;
- Must possess computer skills in Windows, Microsoft Word and Excel, e-mail
and Internet usage. Also, prefer Microsoft Power Point skills;
- Must be willing to travel extensively;
- Prefer federal and state grants management experience, and bookkeeping
and accounting skills desired
