DIVISION: Community Services
JOB TITLE: Accounting Specialist (Northern)
POSITION STATUS: Regular, Full Time
EXEMPT STATUS: Non-Exempt
PAY SCALE GRADE: 12-13-14
REPORTS TO: Tribal Affairs Director
BRIEF SUMMARY OF JOB RESPONSIBILITIES:
- Provide technical assistance to Tribal members in managing and complying
with terms and conditions of grants, contracts guidelines and policies.
- Coordinate with education and training organizations to provide village
staff training in grant, MOA, and contract management, budget development,
project monitoring, internal controls and accounting systems.
- Assist clients in implementing procedures for record-keeping, accounting
systems, internal control procedures and the effective use of the IRA/Tribal
Council Administrative System Manual.
- Assist grantees with their audit needs to determine the degree of each
grantee’s compliance with grant, contract and memoranda of agreement
terms and conditions.
- Assist grantees with their audit needs to monitor their accounting system
and ensure that proper accounting and bookkeeping procedures are being
followed.
- Assist grantees with their audit needs to evaluate the effectiveness of
internal control procedures for assets and compliance with those procedures.
- This position is expected to occasionally attend evening meetings or meetings
out of town which require travel during evenings, weekends and holidays.
- Provide technical assistance, on-site training and assist in updating
Tribal Councils in the Small and Needy Tribes yearly activity planning
and bank statement reconciliation, and basic bookkeeping practices.
- Perform on-site assessments and reviews of the Tribal Council’s
office to ensure financial program systems are in place, in operation
and followed.
- Provide training to the Tribal Coordinators and other tribal staff in
internal controls, office procedures, and office management to ensure
proper monitoring of financial systems and funds.
- Travel extensively to villages to attend village meetings and to assist
in various duties associated with grant, MOA, and contract preparation
and compliance issues and oversight.
- Other duties as assigned by the Tribal Affairs Director.
QUALIFICATIONS:
- AA degree in Business or related field. Two (2) years comparable work
experience in accounting, or related field, may substitute for the degree
requirement on a year for year basis.
- Strong background in accounting/bookkeeping required.
- Must possess basic computer knowledge and skills in Internet usage, Word,
Excel, Quick Books and Windows.
- Experience in PL 93-638 Contracts preferred.
- Working knowledge of the legal environment of contracts, grants and memoranda
of agreement is highly recommended.
- Must have good organizational skills, be self-motivated, creative, dependable
and able to work with minimum supervision.
- Must possess strong written and oral communication skills.
- Ability to work in a complex technical, legal and administrative environment
and with people with varying levels of formal education and training.
- Ability to work effectively with people from a variety of backgrounds.
- Must be willing to travel extensively.
