JOB TITLE: Village Transportation Planner

POSITION STATUS: Regular, Full-time

EXEMPT STATUS: Non-Exempt

PAY SCALE RANGE 12-13-14

REPORTS TO: Program Director, Kawerak Transportation Program (KTP)



  1. Work with KTP staff to identify and assess future transportation infrastructure projects and to communicate village transportation related issues and needs.
  2. Maintain working relationships with appropriate entities, (such as the IRA, City, Corporations, and AK Department of Transportation and Public Facilities) that have a role in the transportation planning, and construction process.
  3. As requested, assist tribal council/IRA’s, transportation related task forces and work groups in conjunction with KTP staff, to help advocate and address village transportation needs.  Conduct public relations activities with elected officials and agency representatives to ensure that sensitive, confidential political issues are being communicated in a professional fashion.
  4. Document existing and future transportation needs utilizing maps and other available data gathering methods. Compile and summarize data for correspondence, reports and other publications.
  5. Provide project support to Kawerak and contractors at the village level to complete construction and planning projects, including providing accurate information to community members on projects, coordination of administrative office functions and maintaining village transportation related information (land, material sources, archaeological, environmental, etc.)
  6. Coordinate community education through public meetings (facilitate and record meetings with KTP staff) assist KTP staff with transportation planning to ensure incorporation of local needs.
  7. Assist KTP staff in specifically assigned transportation projects such as: roads inventory updates, traffic counts, dust control, right-of-way, easements and other land issues, surveying, gps, transportation safety, evacuation and erosion planning, trail staking, and other construction and planning projects as needed.
  8. Maintain awareness of relevant village transportation developments, including proposed or pending local, state, federal and other agency infrastructure projects that impact the village or surrounding area (land use planning, coastal management, national resource development, community & economic development in regard to transportation infrastructure).
  9. Assist KTP staff in obtaining possible funding sources and partnerships to leverage local resources.
  10. Provide written and verbal updates and reports to the Tribal Council(s), Engineer(s), and Program Director. Attend trainings, meetings or workshops as necessary.
  11. Other duties as assigned by the Program Director.

QUALIFICATIONS:

  1. Bachelors Degree in Planning, Public Administration, Rural Development, Engineering, or related field or 4 years comparable work experience.
  2. Knowledge of the BIA IRR Program preferred.
  3. Must possess strong research, written and verbal communication skills. Skills in interviewing and data collection preferred.
  4. Computer, keyboarding and office skills required. Knowledge of Microsoft Word, Windows, Excel and Internet skills required.
  5. Strong organizational skills required. Must be dependable, self-motivated and able to work with minimum supervision.
  6. Must be willing to learn new technology and apply to daily work.
  7. Must be able to work and communicate effectively in a multi-cultural setting and develop working relationships with various governments, corporations, and funding agencies.
  8. Ability to make oral presentations and facilitate meetings.
  9. Must take and receive a passing score on Kawerak’s Math Placement Test prior to hire.
  10. Must be willing and able to work extensively outdoors.
  11. Must be willing to travel throughout the region and as needed.
