The Housing Improvement Program (HIP) is a grant program that addresses the housing needs of low-income Alaska Native residents. The program designs and builds new energy efficient homes for the income eligible applicants who often include the elderly, disabled and residents with large families.


The Bureau of Indian Affairs and NAHASDA awards annual Housing Improvement and preservation grants to Alaska Natives living in the Bering Straits Region. Kawerak remodels housing units that are economically feasible to rehabilitate. Due to economics and the dilapidated condition of most applicants housing, Kawerak constructs on site stick built replacement 4 star plus energy efficient low-income housing units.

Types of assistance available:
  1. Emergency assistance; a maximum amount of $ 2,500.
  2. Remodel assistance; a maximum amount of $ 35,000, we remodel your existing home and bring it to compliance with current International Building Codes.
  3. Replacement, we construct you a new home on your land. Sizes range from 1- bedroom, to 8-bedrooms, depending on your family size.
Emergency Assistance:
May be applied for and awarded any time; awards are based on available funding. The remaining grants are awarded annually and are based on the availability of BIA funding.

Native American Housing and Self Determination Act - Housing Preservation Program,(HPP). The HPP offers grants to $ 25,000.

The HPP grant is primarily for materials & freight, but in some instances a portion can be used for labor. Use of HPP funds for labor requires a certified payroll verifying Davis Bacon scales.
HPP Assistance:
You must include the following:

1. Complete HIP application.
2. Copy of 2 - years tax returns.
3. Copy of the deed to your property.
4. Verification of tribal Enrollment.
5. List of materials & freight costs.
6. A basic drawing indicating the scope of the project.
7. Who is performing the work?
8. What are their qualifications?
