Constitution & By-Laws** The Constitution & By-Laws outline the structure and function of the tribal governing body as well as tribal membership guidelines. Corporate Charter** The Corporate Charter contains guidelines on how the tribe conducts business as a corporation. Local Economic Development Plan Local Economic Development Plans (LEDP's) analyze local conditions; identify problems and opportunities; develop goals, strategies and outcomes to address community issues.
